EP&D was retained by the City of Wheeling to complete a revitalization plan for the Wheeling Downtown area. The project area consists of a group of city blocks overlooking the Wheeling Heritage Port, a multi-million dollar WNHAC investment that has dramatically changed the relationship between tWheeling’s downtown area and the Ohio River. This project aimed to provide Wheeling and its citizens with a program for development and redevelopment as well as recommendations for implementation.
The Plan’s key recommendations link transportation improvements, pedestrian access, residential living, commercial viability and improved quality of life opportunities within the Wheelng Downtown area. In addition, a series of specific development/redevelopment projects have been conceptualized and serve as the basis for additional private-sector driven opportunities. The Plan’s recommendations have helped spur an $8 million dollar Tax Increment Finance (TIF) district within the Downtown and the creation of a Downtown Planning Advisor to assist property owners to more easily navigate through financing and approval processes.
