The City of Toledo’s Planning Department collaborated with EPD to establish the conceptual master plan and broad urban design guidelines to stimulate new urban development along the Maumee River. A series of development activities concerning the Urban Recreation System, the public riverfront holdings and the regional land use patterns were analyzed and prioritized.
The concerns and input of a large Citizen Advisory Committee were incorporated into the overall Plan. The enormous potential of the riverfront sparked the imagination of both developers and the general public. Therefore, a series of mixed use development areas along seven miles of riverfront were proposed. A series of urban design principles and standards were established to give public and private sector development/redevelopment activities. The overall plan utilized a substantial number of sketches, diagrams and illustrations to effectively communicate ideas and concepts to the general public. This graphic rich approach has led to the implementation of many recommendations.
