The Plan for the Pittsburgh Riverfronts is a comprehensive framework through which decisions can be made regarding the expansion and development of the City's waterfronts. EPD authored the Plan with integrated input from the City of Pittsburgh's Department of City Planning.
A major component of the Plan includes river recreation and access management. The existing and proposed river accesses such as marinas, boat ramps, slips and other public and private facilities, were analyzed with regard to locations and established recommended development guidelines. In addition, linear park opportunities along the riverfronts were identified. This concept has since been expanded and named the Three Rivers Heritage Trail. The Heritage Trail connects Washington's Landing on the Allegheny River with South Shore Riverfront Park on the Monongahela River, thus creating a riverfront experience totaling over eight miles in length.
