Char-West Multi-Municipal Comprehensive Plan

Environmental Planning and Design, LLC (EP&D) prepared a Multi-Municipal Comprehensive Plan for McKees Rocks Borough, Neville Township and Stowe Township. The project area encompasses 4.34 square miles with a population of approximately 14,560 people. The Plan addressed issues such as economic revitalization, enhancements to the central business districts of each community, creation of a comprehensive parks and recreation plan, design for ten municipal parks and an analysis of how the communities’ can share resources and join together for current and future endeavors.

The Plan will help the communities stimulate private sector investment to spur new development that respects the historic character of the municipalities and their abundance of natural resources. An analysis of existing vehicular and pedestrian circulation, land use, vacant lands, municipal services, housing and economic development will guide the three communities in exploring realistic steps and opportunities for community revitalization. The three communities and the Char-West Council of Governments were awarded both the 2012 Governor’s Award for Local Government Excellence and the 2012 APA-PA Daniel Burnham Award for the development of the Multi-Municipal Comprehensive Plan and the involvement of the residents and businesses.
